Biographical Statement
Carlo Stagnaro is Director of the Observatory on the Digital Economy at Istituto Bruno Leoni (IBL), Italy's leading free market think tank. Prior to that he was Chief of the Minister's Technical Staff at Italy's Ministry of Economic Development. He owns a BSc and MSc in Environmental Engineering from the University of Genoa and a PhD in Economics, Markets, Institutions from IMT Alti Studi - Lucca. Since 2007 he has been editing IBL's Index of liberalization, a benchmarking report on the degree of openness of several markets in the EU member states. His research interests are in the fields of competition policy, energy economics and privatization. His latest book is "Power Cut? How the UE Is Pulling the Plug on Electricity Markets" (Institute of Economic Affairs, 2015). He is a columnist for the daily magazines Il Foglio and Il Secolo XIX.
